What an NPA is
A Non-Public Agency (NPA) is a private provider certified by the California Department of Education to deliver special education and related services to students on behalf of public school districts. Certification means our staff, practices, and services meet state standards — so districts can contract with us with confidence.

Founder & School Psychologist
Manpreet Kaur, the founder of Sped Consulting, is a school psychologist with 5 years of experience dedicated to promoting the mental and emotional well-being of students. Specializing in assessments and interventions, Manpreet is passionate about creating inclusive and supportive learning environments and contributing to the holistic development of diverse student populations.
Licensed Educational Psychologist (LEP 3522)
Dr. Cusimano is a licensed educational psychologist with over 15 years of expertise in the public education system, specializing in the assessment and intervention of learning and behavioral challenges. Passionate about helping individuals understand and overcome educational obstacles, she is dedicated to empowering students in a safe, non-judgmental environment — building trust collaboratively and maintaining a positive attitude throughout her work.
School Psychologist, Ed.S., NCSP
Christine Quecan, a school psychologist of 5 years, is passionate about supporting students and families of diverse backgrounds and educational experiences — providing psychoeducational assessments, consulting with IEP teams, and acting as a liaison between students and educational resources. Christine is bilingual, with proficiency in Spanish, and enjoys collaborating with students and their support networks to provide a positive educational experience.
AAC Specialist, M.S. CCC-SLP
Julie is a pediatric speech-language pathologist with 5 years of experience working with children with a variety of speech and language disorders. She completed her undergraduate degree in Communication Sciences and Disorders at the University of Wisconsin-Madison and her Master's in Speech and Language Therapy at Northwestern University. Julie is passionate about early language development, parent coaching, augmentative and alternative communication (AAC), and working with children with developmental differences. Originally from Chicago, she now lives in the Bay Area with her husband and dog, Chewbacca.
Speech-Language Pathologist, M.S., CCC-SLP
Elizabeth Bascom is a licensed and certified speech-language pathologist with over 10 years of experience supporting children and families across settings, including early intervention programs, TK–8th grade charter and public schools, and private practice. She grew up in San Diego, California, completed her Bachelor's degree at UC San Diego in Animal Physiology and Neuroscience in 2005, and earned her Master's degree in Communication Sciences and Disorders from Cal State East Bay in 2009. In her free time, she enjoys spending time with her husband and five children, playing soccer, reading, baking, and traveling.

Aman Singh has over 7 years of experience in technology and sales, bringing a wealth of expertise in driving business growth and delivering exceptional results. As CEO and Co-founder, Aman leads the company's operations with a focus on providing the highest quality services in the special education space. He is also CEO of Behavia Therapy, a California ABA provider delivering in-home and school-based behavior services, and of Via Home and Community Services, which is building programs alongside Northern California regional centers — a family of organizations supporting learners across school, home, and community settings.
